Penalty enforcement

Situation: 3rd and 4 on the 7 yard line. Running back is tackled by a facemask at the 2 yard line. After the ball is dead, there is a dead ball unsportsmanlike penalty on the running back. So, we have a live ball, dead ball situation. The facemask penalty puts the ball at the 1 yard line, dead ball foul moves the ball back to the 16 yard line.

My question is it 1st and goal at the 16 yard line or 1st and 10 at the 16 yard line?
Another official said that it should be 1st and 10 at the 16 yard line, but couldn't site the rule. Can anybody help me with where I would find this rule for this enforcement?

Fed says (probably renumbered since my edition, was 2-27-5):

NCAA says substantially the same thing at 5-1-2(b):

The line to gain is established when the ball is made ready for play before the first down of the new series.
and amplifies at 5-2-7(a):
Quote:
The penalty for any dead-ball foul (including live-ball fouls treated as dead-ball fouls) that occurs after a series ends and before the ball is ready for play shall be completed before the line to gain is established.
So considering the likely timing of the sequence you describe -- UC foul occurring during the dead ball interval before the new line-to-gain was marked -- it'd be 1st & 10.

I would agree 1st and 10 from the 16 yard line.

Result of the play is a first down at the one after the live ball foul enforcement.

New series begins at the 16, 1st and 10 due to the dead ball foul enforcement.
