Before this loophole was closed a few years ago, would there have not likely been a penalty for ineligible receiver downfield?

Those restrictions only apply to a legal forward pass.

My thinking was that if the ball carrier has run 25 yards before throwing a pass, than every offensive lineman is more than likely run blocking well downfield. But, I see though from Welpe that this rule wouldn't apply since it only applies to legal forward passes.
