If I'm reading this correctly... Kick bounces off of R1's shoulder pad and shoots 30 yards up in the air and travels another 20 yards down the field. R2 would be allowed to fair catch the ball in this scenario.

Did you forget the word "not"?

The touching of a low scrimmage kick in the expanded neutral zone is ignored. It never happened.
