Start Clock?

We have a timeout by Team B. Team A is leading
Following the timeout During a Run Play Team A holds and stays inbounds. Do you start the clock on the Ready for Play or on the Snap

Only talking HS rules here.

Ask yourself this basic question every time when there is a penalty.

Why did we stop the clock? If we only stopped the clock for a penalty and it the clock would have run anyway, then you start the next sequence on the ready. If the clock would have already been stopped or had to be stopped by rule (like a Delay of Game) then you start on the snap.

Does it look like team A is trying to milk the clock, or not?

Bingo!!! However, I can't tell you the number of times I've seen the clock started on the ready following a TD that is brought back because of a penalty. Application of this basic rule tells us that without the penalty, the clock would have stopped because of the score, so it should start on the next snap. I don't know why this bugs me so much when I see it, but it does.
