I prefer the NCAA rule much more. 15 yards and one of two UNS fouls is too severe for this.

I really think that is why many officials won't call it.

Of course officials are not going to call this unless you are in Ohio. This is an interpretation, but no such directive in my state. So call what you want in your state. Not something I would call at all.
