I'd have PC in a h.s. varsity game. LGB was established before A1 left his feet to try for goal, then his knee goes directly into B1's chest.

Based on the rules if there is a foul here i think its PC. I think this looks more like marginal contact and because of the bail out the official is calling a block, as some of the other poster's here have recommended as a punishment/to clean stuff up when players go down early.

Looks like a league where they don't shoot freethrows (or a one for two situation, but since he said, "score the goal", he automatically gets three points). Then D-League rules for the throw-in spot?
