Baby Needs A New Pair Of Shoes ...
Neither will I, but I will delay the start of play (dead ball, clock stopped, ball not about to become live).

Dead Or Alive ???
I'm not delaying for a shoe to be tied during the dead ball period after a made basket, even if the clock is stopped (after a successful free throw).

If this is a high school game I will wait for a dead ball like has already been said. If this is a middle school or below game I employ a little common sense and get when I can. I have never had a coach complain about this, and these younger players are already falling all over the place for no reason as it is.

Like Bob said, I'll hold for a shoelace malfunction on a dead ball and stopped clock only, regardless of level. Only once have I had a coach say to me during a live ball, "Her shoe's untied. Stop the clock."
I didn't. This stunned the guy, but he was one out of hundreds that ever asked for this.

Even Steven ...
So you would sound your whistle, and delay for an untied shoe, after a successful free throw (with no substitute at the table)?
Wait? One coach gets to set up his press break, and the other coach gets to set up his press, so I guess it evens out?

I don't presume to speak for Bob, but, no, not then.
