NFHS Basketball Rules Changes Test Question

This question is driving me batty:

If a team jersey contains a visible manufacturer's logo/trademark/reference, all of the following are correct, EXCEPT:
a) It may not exceed 2 1/4 square inches with no dimension more than 2 1/4 inches.
b) It may be visible on the front of the jersey and on the back of the jersey.
c) It may not be located more than 5 inches below the shoulder seam on the front of the jersey.
d) It may be located in either side seam.

3-4-2a
A single visible manufacturer's logo/trademark/reference is permitted on the team jersey, not to exceed 2 1/4 square inches with no dimension more than 2 1/4 inches. The manufacturer's logo may be located no more than 5 inches below the shoulder seam on the front of the jersey, or 2 inches from the neckline on the back of the jersey; or in either side insert.

I have copied the question verbatim. Yes, including that "may not be located more than", which to me equates to "may be located no more than".
Is a side insert the same as a side seam?

I am at a loss.
All 4 potential answers seem to be covered in the 3-4-2a description.
But, then again, maybe not.
What am I missing?

The correct answer is B. Per the rule the logo may be "on the front of the jersey, or 2 inches from the neckline on the back". The test states that it may be "on the front of the jersey and on the back". This is a typical case of the NFHS test writers. One word makes the difference.

Also, if you have one on the front and back, you now have two (if my math is correct) logos and not just a single logo.

I felt it was in that "shall", "will", "could", "should", "and", "or"
category of nuance.

While we're at it, the wording, dimensional measuring, whatever, in this question drove me nuts too:

The home team may wear jerseys with a manufacturer's logo placed at the apex of the neckline.

Casebook 3-4-2 Sit B rules False.

However, within the Rules Book, I do not see the word "apex" mentioned in 3-4-2a as it is in 3-4-2d, when specifically describing manufacturers logo requirements.
Couldn't the "apex" of the neckline still be no more than 5 inches below the shoulder seam on the front of jersey?
Granted it would be a tight fit, as in an extra-small girls jersey.
However, now I feel I am splitting hairs.

Nonetheless, I went with the Casebook ruling and answered False.

Rule 3-4-2

d. A school or conference logo/mascot may be located at the apex/opening of the neckline or above it, in the corresponding area on the back of the jersey and/or in either side insert.

My question refers to "manufacturer's logo" 3-4-2a,
as oppossed to "school or conference logo/mascot" as mentioned in 3-4-2d.
The word "apex" only appears in 3-4-2d.

However, what if that apex is within 5 inches of the sleeve seam...?

Splittin' hairs, I know...
