No he was not referring to the low defensive block. We still don't have that in NCAA-M, only the RA. The new rule pertains to obtaining legal guarding position. In order to establish legal guarding position, the defender must have established that position before the offensive player starts his upward movement with his hands, as opposed to the previous rule of being there before the offensive player is airborne.

I was referring to the new requirements for establishing Legal Guarding Position. The Lower Defensive Block rule is new to me as I don't work NCAA-W.
