Timeout for a CE

When a coach requests a TO at the scorer's table for a CE, timing, scoring or AP arrow error, They are charged with a timeout if no correction is made (mandatory 60 second if they have one and 30 seconds if they don't.) What if they do not have any time outs left? Are they charged an excess timeout which brings with it a technical foul or they just get off scott free. I could see someone taking advantage of this situation if they needed some extra time to set up a play at the end of the game and they didn't have any time outs left.
Thoughts?

They are charged with a TO. If they don't have any left, then it's the same as any excess TO.
