basket-interference?

Hi all, need help with a basket-interference call...here are the details...

Player 1 has a breakaway dunk with no one around him. He jumps not quite high enough and it becomes a 2-handed lay-in...lays the ball just over the rim with both hands (the ball is peaking there for a split-second and barely moving down as he lets go of it), then grabs the rim with both hands and pulls down.

The ball is about 1/3 below the rim and 2/3rds above the rim-plane as he yanks the rim down to where the ball is technically above the pulled-down rim, then lets go of the rim. The snap-back of the rim and net jars the ball up out of the basket a few inches, but still in the cylinder and falls through.
