Question

On a try by A-1, the ball is bouncing directly above the ring when B-1 touches the net. Basket interference or not?

You can touch any part of the basket if the ball is not on the basket.

NFHS 4-6 covers the definition of BI. The imaginary cylinder that extends above the rim applies to touching the ball only (4-6-2). Touching the net while the ball is in that cylinder is okay. However, if the ball is on the rim or in the basket, touching the net or any part of the rim is illegal (4-6-1).
