It was never intended to apply to a player half way down the line that is in no way affecting what the thrower can do. This is not something I'm going to call. Likewise, I'm not calling a violation on a teammate of the thrower for stepping on the line while trying to get open in a similar location.

This is how we called it and was my interpretation of the rule. Just wanted to verify it with those who have been doing this much longer than me. Thanks all.
