Team fails to return to the floor after half time.
NFHS. My understanding is that officials designate a game management person to notify both teams at the 3 minutes remaining mark of half time. If a team fails to take the floor at 0:00, one minute is put on the clock. If the team fails to return by 0:00 of that a team technical is assessed.
Where is the documentation for this procedure?

Look under team T....delaying the start of either half by more than a minute.

ART. 5 A team shall not: Allow the game to develop into an actionless contest, this includes the following and similar acts: a. When the clock is not running consuming a full minute through not being ready when it is time to start either half. b. Delay the game by preventing the ball from being made promptly live or from being put in play. See 7-5-1 and 8-1-2 for the resumption-of-play procedure to use after a time-out or the intermission between quarters. The procedure is used prior to charging a technical foul in these specific situations. c. Commit a violation of the throw-in boundary-line plane, as in 9-2-10, after any team warning for delay. d. Contact with the free thrower or a huddle of two or more players in the lane by either team prior to a free throw following any team warning for delay. e. Interfering with the ball following a goal after any team warning for delay. f. Not having the court ready for play following any time-out after any team warning for delay.

It might be prudent to send game management to go get the team. Especially, if the notification was sounding the horn at 3:00 and it may or may not be able to be heard at the location of the team during HT.

A little twist if you don't mind
What about a team LEAVING court prematurely BEFORE halftime begins? B commits a shooting foul at the horn to end first half. A1 is at line with zeros on the clock and no one in lane, B coach tells his team to head to lockeroom which is thru doors on same end of gym as A's basket and team walks thru area below free throw line extended while A1 is attempting shots. Violation(s)?

See rule 10-5-5.
Associated caseplay: 10.5.5 SITUATION A: Airborne shooter A1 is fouled by B1 after the ball is released on the try. Playing time for the second quarter expires while the unsuccessful try is in flight. Since no players are required to line up for the free throws, Team B's head coach takes the team to the locker room to begin the intermission. RULING: Team B's head coach is assessed a direct technical foul for permitting team members to leave the bench/court for an unauthorized reason. Even though no time remains on the game clock, the quarter doesn't end until A1's free throws are completed; therefore, the technical foul is part of the second quarter. A1 will attempt the two shooting-foul free throws followed by any Team A member attempting the two free throws for the technical foul. The Team B head coach has lost coaching-box privileges for the remainder of the game. The third quarter will begin with the alternating-possession procedure. (5-6-2 Exception 3)
