Bonus Free Throws or not?

This was a situation brought up tonight in our association rules meeting.

There is a loose ball on the floor. Player A5 dives for the ball and displaces B3 who is also going for the ball but has position in front of A5. The referee calls A5 for a foul (push). A few seconds later, as the referee is walking towards the table, A5 makes an inappropriate gesture towards the referee. The referee issues player A5 a technical foul for this subsequent inappropriate act.

When the referee reports the fouls he reports them in the order they occurred. The push call is reported first, then the technical foul is reported. The referee reminds the scored that the technical foul does count towards the team foul total. The scorer reports that this was A5's 5th foul, and the proper replacement procedure is followed.

The officials then give team B the free throws from the technical fouls. Prior to the officials handing the ball to Team B for a division line throw in, the table calls the official over to the table. The issue is team fouls.

The push foul on A5 was the 6th team foul, while the Technical Foul was the 7th team foul.

The officials then decide to award Team B a 1 and 1 for the team foul with the lane cleared.

Was this correct procedure? My thinking is that it was not. The situation is a false multiple foul, which requires the fouls to be penalized in the order they occured. The first foul was the 6th team foul, which would have resulted in a throw in to Team B. The second foul, the technical foul, comes with a shooting penalty of 2 shots, so the only shots that should have been awarded were the 2 technical foul free throws.

Sounds like A has the ball.

Since the ball is loose, there's still team control. Therefore, A's foul is a team control foul (no free throws).

Even if it wasn't a team control foul, you still wouldn't have shot the 1&1 - in the order they occur.

The officials ruled incorrectly. They should have only shot the techincal foul free throws.

They did not say, but the impression I got was this was fighting for a rebound, when no team control did exist.

There were 6 of us at the meeting. The trainer and one other official agreed with the way the officials handled it, one wasn't sure and was is a first year official who admits she doesn't know well enough to make a call on the play.

Trainer and other official were wrong.
