The interpretation makes no sense to me. Quite frankly, to me, it's an idiotic interpretation, especially in light of adding team control to the throw-in. To everyone who knows the game of basketball, the throw-in team is the offense and the other team is the defense. I'd also venture a guess that this play gets passed on more than it would get called.

I don't agree with him not calling a violation on this, but given that the NFHS has made such a huge mess out of player control, team control, and the backcourt violation rule in the past two seasons, it is understandable. I don't blame the official on the court for this situation. I blame the rules book editor of the nfhs.
Poor job with the text and the lack of clarity it causes for how to call such plays.
