True or False?

A player is laying on the floor after securing a loose ball. The player may begin a dribble and stand up.

What makes you question whether this would be illegal or not?

Just a friendly wager in which I am now the recepient of a cold 20 oz soda. The rulebook wasn't enough evidence. They were hung up on the part about not attempting to stand. Where my side was the may begin dribble, can not travel during a dribble side.

Same reason you don't call a travel on a player who falls while dribbling.

In English class, this would be false.

But in the basketball sense you probably mean it, it's true.

Not if the player were a chicken.
