Those in power believe it is not a good thing to switch from 2 to 3 just for the playoffs....too many officials would not be sufficiently familiar or comfortable with it and it is probably believed that the net result would be worse.

At least in your system a high school official has a shot to work the state finals. Where I am, officials that work mostly college (and work the minimum number of HS games to qualify) dominate the state tournament and the same people go year after year after year.
