Must use all the time for time out?

NFHS rules

Blowout game, and coach A wants to get some bench warmers in, so he calls timeout. He tells referee and coach B he doesn't need the time out, he just wants to sub, if that is OK with coach B. Before coach B can reply, referee tells both coaches they must wait full time.

Coach A tells his players a joke to kill time ...

Is the referee correct, or if coach B left his players on the floor would you start the game?
