If I have a courtside replay monitor, I go the video to see if the foul occured before or after the horn. From your description it's hard to determine. But if I could tell that the foul occured before the horn, I would count the basket, reset the game clock to the time the whistle blew, and then administer the FT with the lane spaces filled.

If there's no replay equipment, then I ask the official responsible for the last shot if it was released in time. If he says no, then game over. If he says yes, then count the bucket and administer the FT with no one on the lane. Since I have no definite knowledge of when the whistle blew, I will not put time back on the clock.
