Continuation question

I think we've discussed this before, possibly even recently, but since my so-called brain is disfunctional, I need to ask again. It has to do with the ruling on whether a shot counts or not at the horn to end a period. Must the ball be already out of the shooter's hand, or do you use the same theory of continuation (the shooter has begun the continuous movement that usually leads to a shot) so if he is "in the act of shooting" and the ball is still in his hands when the horn goes off, the basket would count if the ball goes in?
