Substitute-Clock properly starting
GV game. A1 has a throw in after a timeout. Team A has A6 at the table to sub but the clock hasn't properly started and she didn't check in before the warning horn for the timeout. We don't allow her to come in. On the throw in we have a violation for kicking the ball. Because the violation happens simultaneously with the touch of the ball is the clock properly started and can we let the sub in?

Let's say the player is trying to return to the game. Can we let them in? At the timeout A2 was subbed for. Now A2 is back at the table trying to enter the game. Then the violation occurs. Can A2 enter into the game with the clock not properly started.
