NCAA Technical Foul Question

Watching Loyola Marymount v. Portland. In 2OT, Portland player is called for a blocking foul. Before Loyola player walking to the line bumps the player who just fouled him and then puts a little extra into it. Great job by the officiating crew to catch this and assess a much needed technical foul.

The crew went to the monitor to look at something, and then came out and administered the free throws. The shots for the blocking foul were shot, then the shots for the technical foul were shot. Why was it done this way and does anyone have ahy idea what they might have been looking for at the monitor? I know that usually technical fouls are shot and then it goes POI, which would be the common foul shots. Why is this situation different?
