I think that depends upon the level.

If I call a plane violation in a middle school game, there are sometimes confused looks. (Don't know why; I've known that rule since I was in pee wee basketball in the '70s.) After I report to the table and the coach, I'll briefly say, "Did everyone understand what just happened here? Defense, don't reach across the line on a throw in. The first time is a warning, after that, it's a technical foul."

I normally don't do that for high school games. I did it once for a JV game, and the coach happily thanked more for it.
