Gee it is too bad the officials don't have a mechanic to signal when to start the clock...

Welpe, that includes the timer not being able to see the officials chop in time due to other bodies being in the way (which is a rarity), but does happen if coaches or players are big boned.
Looking closely at the video the tipping happened almost right in front of the timer, & if you can click fast enough to do a slow motion you will notice that the timer started the clock when they noticed the ball was tipped. Rule 5-9-1 used where the timer did not see any signaling by the officials to start the clock, & Rule 5-9-4 is used as there was a legal touch by a player on the court. At the 5 sec. mark of the video where the announcer says the pass is tipped the clock does start (ball legally touched by player on court), unfortunately the only thing the video does not show is either of the officials chopping in time (Again Rule 5-9-1 does mention the timer can start the clock if official neglects to signal start clock aka "timer's discretion" if by the timer's definite knowledge the ball was legally in play). The tap that happens is very similar to the jump ball to begin the game.

How the hell could you not see the U1 chop the clock during the jump ball? He's either right in front of the table (2-man) or at the 28' line (3-man).

In the video, you cannot see either official chop the clock.
During jump balls, yes U1 can easily be seen, I was meaning the situation in the video. I was using the jump ball as an example of the tip the announcer mentioned.

Where are these found? In some book containing the rules?

The 2010-2011 NFHS Basketball Rules Book (I have a hard copy of it, I've had it since October 25 & have been reading parts of it everyday since then).
