But if you wouldn't have called a foul on that play last year, you shouldn't be calling it a foul this year.

This new rule DOES NOT change what a foul is. It just changes the penalties associated when a foul is called and involves an elbow and contact with a player above her head.

And the officials on that side do such a good job officiating what is "in the rulebook" too. I will have to keep that in mind when I watch the next game.

one other possibility:
A1 sets a screen on B1, and sticks his elbows out to the side in the process to make himself wider.
After his elbows are up and in place, B2 comes around from behind and runs smack into A1's elbow with his nose. A1's elbow was stationary, but illegal.
Exactly, and with the new enforcements, as long as the elbow was stationary, we wouldn't do anything different this year than we did last year. Team control foul and go the other way...
