Odd Free throw

It is kind of a moot point since he missed but if he had made the shot would it have counted?

Nope, he crossed the plane with his foot prior to the ball hitting the rim or backboard.

Out of curiosity, if the free throw shooter tried to bounce a shot off of the floor, what would the call be if he made the shot?

4-20-3: the try ends when it hits the floor.
9-1-3a: the shooter has 10 seconds to release a try that hits the rim or goes through the basket before the free throw ends.

So, on that first attempt when it slipped out of his hands, he could have "re-shot" it? And, it would have counted, if he didn't violate?

I would have let him. Looked like a fumble to me.
