NFHS Rules concerning fans

This may or may not be able to be answered:

Earlier today at the Girls' Championship of the 2009 T-Mobile Invitational national high school basketball tournament between Hoover (Alabama) & St. Mary's (California), there were 5-6 young men rooting for Hoover in the stands with shirts off & bodies painted.

Is this allowed via NFHS Rules/Regulations, or is this something more suited to the state associations?
