Excessive Swinging of Elbows

Without contact, this is a violation, right?

My partner last night was trying to tell me they changed this to a technical recently. I hadn't heard anything about it.

that a few years ago it was made into a violation, to encourage officials to call it more. It is a violation.

RULE 9-13

Penalty: The ball is dead when the violation occurs and is awarded to the opponents for a throw-in from the designated out-of-bounds spot nearest the violation.

I refer to this as Lysdexic (as opposed to Dyslexic)
