NFHS Game - Time Out request while Going Out of bounds

Player in control of ball, jumps in the air while going out of bounds and while in the air calls time out. Left the floor inbounds. Official does not grant time out. Happend a second time in the game and again the official did not grant time out. Both time he rewards the ball to the opposing team. Saying violation, can not call time out therefore player is out of bounds. Many of us in the stands are bewildered thinking that someone needs to remind him that this is a HS game. Is he not referring to the NCAA rules?
