NFHS Game - Time Out request while Going Out of bounds
 
Player in control of ball, jumps in the air while going out of bounds and while in the air calls time out. Left the floor inbounds. Official does not grant time out. Happend a second time in the game and again the official did not grant time out. Both time he rewards the ball to the opposing team. Saying violation, can not call time out therefore player is out of bounds. Many of us in the stands are bewildered thinking that someone needs to remind him that this is a HS game. Is he not referring to the NCAA rules?

Rule 5-8-3a, Casebook 5.8.3D allows that for NFHS. We'll let the NCAA dudes chime in on their rule set.

No idea...I just know that's not the NFHS rule.

NFHS: Grant the time-out request.

NCAA Men's/Women's: Do not grant the time-out request. The NCAA adopted this stupid rule a few years ago and the reason that was given was the rule was that game officials were not getting the call correct. And I am still trying to figure out what the NCAA meant by that comment.

Is this how the NCAA works? If officials are making incorrect calls, don't bother to post interpretations. Don't bother to concentrate on rules with points of emphasis. Just change the rule so that the incorrect call becomes correct. Interesting. Very interesting.

Mark, when game tapes were viewed on these calls, it was seen officials were actually missing the players already being OOB by stepping on or over the line before jumping. Apparently officials were concentrating on the ball and the player in the air, rather than where they were before the jump. The new rule forces the official to look at the player's feet to determine if they were still on the ground at the time of the request, and thus if they are still inbounds.

Yes, I know it goes against the principle of a player being able to request a TO while in control of the ball. But apparently they felt the number of missed OOB calls warranted a change in this particular area.

This is correct for NCAA, we DO NOT Grant the time out. If you blow your whistle, its deemed inadvertant:

Section 12. Timeouts Not Granted
Art. 1. No timeouts shall be granted:

c. To a player or coach when an airborne player’s momentum is
carrying him/her out of bounds or into the backcourt.

billymac wasn't asking about the rule, he was asking about the rules change process.
