What do we deem an "unusual delay"?

I agree with those above and will most likely continue to blow before I inbound the ball (especially in the front court) on every inbounds unless told contrary by a supervisor/assignor.
You'll know an unusual delay when one occurs.

As for the whistle on the end line inbounds, it's a NCAA-W mechanic, and apparently a pro mechanic as well. I did it for a while in my HS games, and it didn't cause problems. I don't do it now, and I have the same lack of problems. So I'm going to stick with not in my HS games.

When in Rome.

I Believe We're Supposed To Do It, According To The Manual ???

After a timeout, how many of us sound the whistle before a free throw? Nobody here in Connecticut.

I'm in the school of whistling all endline throw-ins in the frontcourt as well as after timeouts, intermissions, and usual delays.

As far as whistling after timeouts when resuming with free throws, I've never seen it done nor have been told to do so.

I blow my whistle whenever I feel there is some kind of delay or to let everybody know that its time to play on...time management.

The only way I'd change is if your supervisor or state office said otherwise.
And for the record that reference means little or nothing in Illinois (We do not use any NF Official’s Manuals anymore). I would listen to a (state) clinician or a particular supervisor. That being said I know officials that use the whistle more often than this and it is not a big deal. Always listen to your supervisor first, and then default to what is common and what is accepted.

Peace

I have only seen one official do this in my career and I asked him why?

Peace

Because it's in the manual.

FWIW (-$.02?), I don't do it either and no one around here does it that I've seen.
