Our scrimmages are two hours, we're required to work three, and the $50 goes to the association which uses it for training and observers.

Seems like that should violate some laws and regulations for independent contractors.

Scrimmages in my part of Ohio can go 3 hours if the coaches want, but thats rare. Pay is between $20-$30 depending on the school and level of play. The local BB associations dont have a minimum # of required games to do.
There are "foundation" games where, I believe, the host school gets a lump sum and the officials work for free..
