But just picking up the dribble isn't necessarily enough, he must be starting his shooting motion (which often times starts simultaneously with the gathering of the dribble.)

Agreed, light contact I will let go, I'm talking about when you do call the foul.

I would say that 99% of the time when on a dribble drive they pick up the dribble while starting their shooting motion. The other 1% is when they pass it off.

I agree with you, but want too add that contact doesn't have to be light. You can have a pretty good slap on the arm that doesn't have much of an effect.

I thought in the NBE, they allow continuation to begin in the parking lot.

Continuous motion applies to a try for field goal or free throw, but shall have no significance unless there is a foul by the defense during the interval that begins when the habitual throwing movement starts a try or with the touching on a tap and ends when the ball is clearly in flight.
