I'm not there, so I don't know the details. My understanding, however, is that they must be rules based protests. IOW, not judgment calls but the coach has to protest what he considers a misapplication of the rule. He must provide the book, IMS.

They handed out a sheet this year at the rules meetings in Missouri about protests. They are similar to baseball protests. I believe the coach has 10 minutes to produce proof that a rule has been misapplied. And yes, it must be about a rule, not about judgment calls.

Question: is there some sort of punishment for losing the appeal? IOW, if the rule book confirms the officials were correct, does the coach lose a TO or something?

The coach should be given the seat belt for the rest of the game.

And that would, under my proposed rule change, also come with the loss of his ability to request a TO.

The HC is demoted to AC or better yet, CC (crowd control.)
The HC has to wear a dunce cap.
