elbows

What if B1 controls a rebound with elbows out like some are taught to do and and pivots moving elbows side-to-side but not excessively and makes contact with the defender with his/her elbow???

Seems like a play that you would have to see to determine, but from what you've described, I would say "contact" does not make it a foul.

Assuming:
* defender has legal guarding position (LGP)
* no displacement has occurred

Play on.

Thoughts:
* If by "pivots" you mean rotates torso without pivoting the lower body, you may have a violation, but you did say "not excessively".
* If B1 correctly pivots with elbows extended, you cannot have a violation, but you may have a team control foul.

The official needs to ensure that no player infringes the requirements of 10-6-1 & 4. Those requirements are the same for players both with and without the ball.

ART. 1 . . . A player shall not hold, push, charge, trip or impede the progress
of an opponent by extending arm(s), shoulder(s), hip(s) or knee(s), or by
bending his/her body into other than a normal position; nor use any rough tactics.

ART. 4 . . . A player shall not extend the arm(s) fully or partially other than
vertically so that freedom of movement of an opponent is hindered when contact
with the arms occurs. A player may hold his/her hand(s) and arm(s) in front of
his/her own face or body for protection and to absorb force from an imminent
charge by an opponent.

I don't think there's enough information to make this call.
Is the defender standing upright, or leaning over the offensive player?
Was the contact incidental, or did it cause some sort of advantage or displacement?
How far out were the elbows?

Agree with Snaq...more info is needed before simply saying "PC foul."

I concur as well.
