Do we have a technical here?

JV game, I'm R. I go to check the book. No book. No scorekeeper. Anywhere. It finally shows up with 6 minutes on the clock.

If this were a varsity game, would you have a technical? And on which team.

No scorer to take the lineup. I'm not calling anything on anybody.

If the coach has taken steps to provide a roster to the table (it's already in the home book, or a piece of paper on the table), then I would rule that the coach has complied with the rule. Frankly, I can't see this happening in a varsity game around here.

Exactly -- that's all that's required.

And, of course, allowances are made in lower-level games where there might be less than 10 minutes between games (or less than 10 minutes between the time the previous teams leave the court and the next game starting).

The rule requires information to be submitted, there is nothing in the rule that says it has to be physically written in the book.

Rule 3-2-1 says: “At least 10 minutes before the scheduled starting time, each team shall supply the official scorer with the name and number of each team member and designate the five starting players. Failure to comply results in a technical foul.”

No T or any level.

My only point was that we are not giving a T because it is not in the book. That is a common myth people hold because they are going off of practice than what the rule actually says.

I would agree we do not know for sure what was provided by either team in this case.

If the home team had put the info into the book, but the book wasn't at the table, does that count as "being supplied?"

Under the rule, probably, but if there is no official scorer, you can't penalize the team. How can you provide the official scorer the information if there is no official scorer to be found?

You have to ask yourself, what the intent of the rule is. The rule is not to penalize a team for what the table does nor does not do. All they have to do is provide the information and if they have made an attempt to do so without the scorer being there, in my opinion that is good enough to comply with the rule.
