Thanks. I must have missed this one. My initial reaction when I saw this happen last night was that stepping on does not equal striking, so I let it go. After we discussed it as a crew and I thought about it some more, I now believe the intent of the rule is that the foot can't be used to gain an advantage by controlling the ball, and I should have called the violation. From reading this thread, that seems to be the consensus here also.
