. I know this has been on this board before but I just want to double check. If a player saves a ball from going out of bounds, can he come back in bounds and be the first to touch the ball as long as he had established an in bounds position? I had this happen tonight while refeering a pee wee game for grade level 3rd and 4th and didn't call a violation because I was thinking that this was legal. Of course, the coach didn't think too much of it cause he claimed that once you go out of bounds, you can't come back in and get the ball until it is touched. Was this the right call or did I mess up?

If a player was the last person to have control of the ball before he/she goes out-of-bounds, he can't be the first person to touch the ball after coming back in. That would include dribbling the ball, then steping OOB, or catching a pass and dropping or tossing it to the court before going out and coming back. If he tips or deflects the ball, from a pass or loose ball for example, then his momentum carries him OOB, he can then come back and get the ball because he didn't have control just before going out.

Points of Emphasis 1999-2000
5. In Bounds/Out of Bounds? There has been some confusion in recent years concerning whether a player may be the last person to touch the ball before stepping out-of-bounds and then be the first to touch the ball after returning in bounds. It is legal, except when there is player control. A player who is dribbling (player control) and steps out of bounds during the dribble, even though he/she is not touching the ball at the time, has violated. A player who is holding the ball and steps out of bounds has obviously violated. |

I believe that the emphasis on the rules was also to inform referees that once OOB's to establish one's self inbounds player only needs one foot and not both feet as in Back/Front Court status.
Keep up the good work and Good luck. ------------------ Don |
