If a player was the last person to have control of the ball before he/she goes out-of-bounds, he can't be the first person to touch the ball after coming back in. That would include dribbling the ball, then steping OOB, or catching a pass and dropping or tossing it to the court before going out and coming back. If he tips or deflects the ball, from a pass or loose ball for example, then his momentum carries him OOB, he can then come back and get the ball because he didn't have control just before going out.
