You could look at it as the player "struck" the ball into the floor with his foot in order to stop it from rolling. However you look at it, the offender is intentionally controlling the ball with their foot which, as everyone else has pointed out, is a violation.

My personal opinion - If the ball strikes the foot, I have nothing - but if the foot strikes the ball, I have a violation same as I would call any other kicking violation.
