I wanted to get confirmation because the official who asked me the question (my partner last night) said he was watching his son's game and Scenario 1 occured and the officials working the game called a common foul. A well respected official who was there evaluating the game officials told them after the game that it should have been an intentional foul. The offical who asked me the question also thought it should have been intentional but wanted my opinion. I told him based on my understanding of the ball being "live" and the contact was not an attempt to neutralize an advantage or stop the clock from starting the officials made the right call. I told him however I would check the rules and see if any cases existed. When I didn't find a case I figured I would ask the boards to be sure.
