That's what I sort of used, stopping clock and pointing to endline. I think you're correct it seems to be the catch all as it says 'or other violation'. I may have to wait another 7 years to pull that one out.

The question as to why the C saw this play is moot. He did see it. And it's a good thing he did. Him not seeing this, and not calling this, would have let a very big, obvious screw up happen. That damages the credibility of the entire crew.
In this case, all the elements were there. The C had a clear look at the entire play. There was clearly no other possible explanation for why the thrower touched the ball. He gave his partner first crack at it. But if any one of those elements is missing, or is less than completely clear, I think you've got to pass on this no matter how big the elephant may appear.

Putting all egos aside, my partners and I usually agree that we're more concerned about getting calls right than "my area your area." While I'm proabably not calling a foul on the shooter from the trail I would not pass on call made by the OP here. Everyone who knows anything about rules is going to know the crew kicked it and you won't look good.
