It isn't an issue with PT because, like you said, they ran it several times on SC and the clock clearly stopped. The only thing they said about a whistle was an inadvertant whistle. If that happened, play would stop with .2 on the clock, NOT an inadvertant whistle that stops the clock and then the foul.
