I don't believe that you should not issue a foul for the behavoir of grabbing an official. Why did the V coach grab the official? If it was for something like, "Ref, you forgot your jacket," then no T. But if it was for something that is related to her team losing by 1, then absolutely do issue a T, and perhaps a flagrant T foul. Intentional contact with an official is almost automatic. (By almost I mean that I never say never and never say always.

And then yes, you are correct, that since the outcome of the game is not affected by the results of the fouls shots, you would not administer the foul shots. Now, having said that, if you're in a round robin tournament where point spreads matter in case of tie breakers, I suggest that you do shoot the foul shots.
If you do decide to administer the foul shots, obviously the game is still on, yet still ends when the officials leave the visual confines of the playing area.
I would also notify my assignor and/or the AD of the grabbing by the coach.
