overthinking this a bit? he's on the ground, didn't get up. not a travel. trying to use the rulebook to support putting air in your whistle is not good srevice to the game. there's no reason to blow a whistle here.

I think you're misunderstanding what's going on. We are simply trying to use the rulebook to help us understand the correct call so we get it right.

I see your point in the situation you posted. But, I'm still a little rusty on this one...coming around though - slow but sure!
