Shot or violation

Does the NBA have a different rule than NF on what constitutes a shot? I was just watching the Twolves game against the Kings. Gomes drove the lane and shot a runner layup. It was an airball, and he caught his own miss. The ref called a violation, not travelling though. He put both arms up then elbows to the belly a couple times.
