I can't believe how often this comes up. You want the answer? Then read the definitions of BI and GT!!!!

I apologize for the tone of this, Kerry, because it's not directed at you personally. I am just amazed at how many officials don't know this. It's not even a difficult interpretation, it's just a matter of reading the definitions.
