bobbled ball

I had a player bobble a bad pass the other night. Ball remained IB, but player went OOB and thought he couldn't come back in and touch the ball. I don't think it matters that he went OOB without the ball, corrrect?

Correct. He did not have control of the ball, and did not go out of bounds voluntarily. 7.1.1-B & C

Also, the player could legally not only come back in and touch the ball, but could also begin a dribble.

You should ask yourself this question. Did the player momentum take them OOB? If so, the player is entitled to retrieve the ball once they have re-established his or her self back in bounds.
