substitution on 5th foul

A1 fouls B1 , A1 has 5 fouls, B1 goes shoots 2 . Upon replacing A1, A3 getting ready to come in as well. Do we sub both players at the same time, or just sub the player replacing A1 and then on the second shot bring A3. Rule 3 mention to allow both subs. But not 100% sure.

Any help?

Let them both in. 3-3-1c EXCP is clear.

NCAAW has been this way for a while, and I believe that NCAAM just changed this season to match the NFHS rule.
